Strong Mayor Powers Opposition Letter

We are writing on behalf of Our HRM Alliance, a coalition of 63 organizations representing thousands of residents across the Halifax Regional Municipality. Our work is twofold: to protect and expand natural spaces in our municipality, and to advocate for the development of complete communities- safe, walkable, livable neighbourhoods that support equity, climate resilience, sustainable mobility, and public health and wellbeing. We are expressing our strong opposition to the potential introduction of “strong mayor” powers in HRM - an approach that would fundamentally alter the democratic direction of our city and put at risk the natural and community spaces that residents cherish and want to see better protected. 

At the heart of our work is a deep commitment to democratic participation. Our Alliance was formed because residents wanted a stronger voice in decisions about land use, housing, and the environment. We work directly with communities to imagine the kind of neighbourhoods they want—places with equitable access to nature, clean air and water, and essential services. 

That vision only becomes reality when public processes are respected—when residents can engage, propose solutions, and trust that their input matters. Halifax Regional Council was elected by the people of HRM to represent our collective interests. Any attempt to circumvent that democratic process—such as through the introduction of “strong mayor” powers—undermines this relationship and the collaborative work we do with communities across HRM. 

Such a move would concentrate power, reduce transparency, weaken council’s role, and erode the public’s ability to shape the direction of our city. Local democracy and public consultation are not obstacles to progress—they are the tools that allow us to build more just, sustainable communities. 

We urge you to reject any proposal to introduce strong mayor powers in the HRM. Instead, invest in strengthening our democratic processes and local governance systems. Our ability to respond to the housing crisis, protect the environment, and create a resilient future depends on it.
